The Research On The Historical Change And The Reform Model Of State-owned Assets Management System

Since the reform and opening up,through deepening reform of China's state-owned assets management system,China has made great achievements,but there are still a series of problems.The strategic plan for the reform of managerial system on state-owned assets was made during the 16th National Congress of the Communist Party of China(CPC).From then on,how to perfect the management system for state-owned assets suited to thesocialist market-oriented economy is an important and urgent issue in the development course of the present China's economic society.It's the key point to accomplish the integration of the socialist-public-ownership institution and the market-oriented economy,which not only plays important role in the reform of State-owned Enterprises,but also is an effective way to sustain and perfect the basic socialist economic institution enhance China's competitive ability in the world,promote national economy continual development in rapid and healthy way,maintain the stability and guarantee the national safety.This paper begins with the boundary of the State-owned assets management system-related connotation.Then it takes Marx's property right theory,the Western property right theory as well as the Western finance decentralization theory as the rationale,and analyses founding of the nation our country state asset management system reform historical evolution.It reveals the malady and restriction factors of the traditional state-owned assets management system,and further uses the successful experience of abroad state-owned assets management mode.for reference. It analyzes the disadvantages of the "owned by country and runs by hierarchical governments" pattern and the historical necessary reformation of the "possessed by hierarchical governments".Finally,according to the principle of the "possessed by hierarchical governments" pattern,from the aspects of theory and practice,China will establish a new State-owned Assets administrative system frame which is fit to the requirements of the market economic development and also fit to the current national conditions.
