The supervision on state-owned assets is one of the important functions of the government, which burdens the task to safeguard the socialist system, to consolidate the material foundation of the ruling party, to promote the stable growth of the national economy, to expand the socialist public-owned economy and preserve and increase the value of state-owned assets, to contribute to the social security, to establish and complete the national economy structure, to guarantee the citizens'living standard and the national economic construction. At the present, our country is in the transformation period from the planned economy to the market economy. Although the supervision on the state-owned economy has made great progress, due to the historical and social reasons, some regional governments are still lack of adequate capability to implement effective supervision on state-owned assets, the local economic and social development therefore is lagged behind to some different degrees.Based on the principles of public management and economy, the thesis studies the status quo and problems about the supervision capability of some regional governments on state-owned assets, analyses the reasons of malfunction or inefficiency in the supervision on the state-owned assets by regional governments, then put forward some countermeasures, and therefore to improve the capability of the regional governments and to fulfill their responsibility to supervise the state-owned assets.This thesis consists of five parts:The first part is prolegomena, introducing the background information for the supervision on the state-owned assets by the regional governments, pointing out the aim and significance to study this issue, briefing the contents and methods of this study, and explaining the domestic/foreign researching situation.The second part is paraphrases of relevant concepts and theoretical basis.The third part is about the status quo about the capability to supervise the state-owned assets by regional governments, and specifically analyzed and concluded from four major facetsThe forth part is the problems and the reasons. It analyses reasons according to the exploration to existing problems of inadequate capability of regional governments to supervise the state-owned assets.The fifth part is the last, concluding several suggestions and tactics for regional governments to improve the capability to supervise the state-owned assets, corresponding to the four facets mentioned in the third part.
