With our country from the planned economy to the market economy, management mode of state-owned economy has changed from managing state-owned enterprise to managing state-owned assets. Improving the management level of state-owned assets, we must pick up the reform of property right and establish the system of modern property right adapting to the socialist market economy. Though the state-owned capital's administration system has broken through and had innovates to some extent at present, obviously there is a great drawback: the system which "state-owned assets possessed by central government and the local government manages the state-owned assets respectively " has resulted in a series of inherent contradictions and drawbacks and caused the low efficiency.It is a ardent and difficult problem how we accurately understand and treat with the ownership of the state-owned assets between central government and local government .The report of 16th countrywide Congress of Chinese Communist points out that we shall establish the system of the state-owned assets which the central government and local government perform responsibility of owner of the state-owned assets respectively and take income of owner. This kind of " high autonomy " obviously affords straightforwardly policy basis from local government managing national assets to local government possessing national assets. The report brings forward that local government will possess the ownership of state-owned assets in fact is a great breakthrough. We understand innovative theory correctly has great guidance to establishing state-owned capital's administration system.On the basis of the conditions of our country and using some experience of the western countries for reference, we analyze profoundly the ownership relationship of state-owned assets between the central government and the local government.
