Industry Cluster is an important driving force of rapidly,stable and healthy development of the regional economy.and also is an important strategical tool of the rationalization of regional economic layout,the allocation of resources,the establishment of space innovation system and the formation of regional competitive advantage. How to attain the healthy and sustainable development in Xinjiang dairy-industry by the research of Industry Cluster's theory has become an urgent problem that related to the modernization of agriculture and animal husbandry's development in the process of regional economic growth in Xinjiang.This paper is the study about industry cluster for the development of Xinjiang dairy, and the method of materialist dialectics perspective of the Marxist, standardized analysis and empirical analysis,qualitative analysis and quantitative analysis,macro-analysis and micro-analysis have been used.First of all,it is an Analyses of the basic concept,content,competitive advantages , formation and development of the theory of the industrial cluster .Secondly,Introduct the World Dairy Industry on the status and developmental trend of China's dairy industry,sum up experiences of the world and China's successful development of the dairy industry,and to explore the development of domestic and international experience in the dairy industry to Xinjiang Enlightenment;thirdly,Analyse developmental status,formation and characteristics,competitive advantage and obstacles to development of the Xinjiang dairy industrial cluster,such as Extensive operation of Cattle industry,the low level of productivity;interests linking mechanism of farmers and business is not smooth;small scale enterprises,the role of stimulating industry cluster is not strong; Less exchanges and cooperation between enterprises and poor level of correlation with the industry disorderly competition;related support industries do not have close contact with enterprises;role of the Government's policy to be further strengthened and other problems;again,from the actual circumstances of the dairy industrial cluster in Xinjiang,propose the overall developmental ideas,developmental principles,layout planning,and developmental patterns in Xinjiang.
