The Research Of Mechanism Of Mineral Cooperation Between Zhejiang And West Regions

The cooperation of the regional economy embodies concretely the demand of the interest growth of the regional economy in space. It is an effective way to break through the limit of single regional resources and productivity. The most essential contents of it are the motion & re-collocation of productive factors between regions. The exploitation & cooperation of mine resource between Zhejiang province and the west regions belongs to one kind of regional economic cooperation. The re-collocation and innovation of the productive factors can promote the growth of regional economic, exploitation of human resource, acceleration of technique advancement, and stimulate the conversion of economic structure, motivate the innovation of regional institution, and push the whole society advance.Zhejiang province should recur to exploitation and using of out-province resources, especially mine resources. However, resources like this kind can't be acquired simply; win-win result is the best choice of regional economic cooperation, under the environment of region development in line. According to some relevant investigations, the way of developing outside of Zhejiang province enterprises seeked doesn't seem to be smooth. Of course, there are reasons both from the self-restrict and the influence of the west regions' investmental environment. Thus, bring forward a feasible way or choice of deploying the regional economic cooperation, and effectively harmonize the regional interest for Zhejiang mining enterprises, is the main meaning of this paper.Here, this paper takes Zhejiang province, which is rich but lack of resources, as a case to research the ways of deploying effective economic cooperation between process-orientation and resource-orientation regions. First, through the comparison of region elements structure, demand structure, industrial structure between Zhejiang province and the west regions, we find the natural material base, society & economy conditions and other good conditions are available. Then, describe the necessity and emergence of Zhejiang province to participate in the cooperation of mining resource exploitation with west regions because of Zhejiang's supply & demand contradiction in mine resources. Next, describe the status, problems, and analyze the restrict factors that exist in the practice of the cooperation of mine resource exploitation between Zhejiang province and the west regions. On those bases, then introduce and use mine resource economics and regional economic cooperation theories to analyze the interest-distribution problems, influence factors and function mechanisms in the cooperation between Zhejiang province and the west regions. At last, bring forward the system frame and detail Countermeasures and suggestions during regional economy cooperation.Therefore, the regional economic cooperation between the Zhejiang and the west regions need running mechanisms, which is driven by market mechanism, promoted by government, and supported by correspond organizations. With the development of the running mechanism toward marketlization, normalization, and institutionalization, the regional economic cooperation between Zhejiang province and the west regions must develop more deeply and prosperously.
