Research On The Model Of Development And Strategy Of Coal Logistics Industry In Ordos

As a productive service industry with great growth potential, the logistics industry plays a very important role in promoting regional economic development. Depending on the abundant coal resources and obvious geographical advantages, the development of coal logistics industry has its own unique advantages in Ordos, where has become a new national strategic energy place and an important base for the heavy chemical industry. At present, over viewing the layout of the Ordos Coal Industry, we find that the development of coal logistics and its relevant industries are lagged behind of the coal production, transformation and its relevant industries. Due to the low level of development of the logistics industry and the deficient profit, its contribution to economic growth is limited. Through quantitatively analyzing to the strategic locating models and comparing to other cities, the author proposes that in the process of the developing coal logistics industry, Ordos should be targeted at creating regional coal logistics centre, where the new advantage coal logistics industry can be built on the premise of its absolute superiority of coal production in the country.In the course of the implementation of the strategy, certain principles should be conformed, including market-led, government guidance, overall planning, transport facilitation, information-driven, moderate advance, environmental protection and so on, to implement the detailed strategic steps, introduce scientific strategic measures and plan to construct five coal logistics parks with perfect infrastructure, efficientproduction facilities and complete functions. Meanwhile a number of coal distribution centers with environmental protection, energy saving and complete production facilities should be set up to rapidly drive the development of transportation and other industries. Moreover, good organizing, leadership, systems,policies, technologies and human recourses must be provided to intensify the coal logistics industry, making it as the core point of economic growth.
