The Study On Mechanism For Ecological Construction Compensation Of Prairie

The ecological construction of prairie and mechanism for ecological construction compensation are just the key research propositions in sustained and effective of prairie ecological construction, to ease the problems in pastoral areas, to build a harmonious environment-friendly new pastoral area and to construct comprehensive well-off pastoral. However, because of wide coverage, wide comprehensiveness and difficult studies, study on mechanism for ecological construction compensation of prairie in the domestic is basically at the preliminary exploration stage.This study bases upon theories, such as coordinated development of ecology and economic theory, sustainable development theory, environmental resource value theory, public goods theory and other theories, under the background of prairie ecological construction, by using of experimental and standard analysis and so on, this article sets up a general theory of mechanism for prairie ecological construction compensation to make a government strategic decision.This study embarks from the academic track of grassland resource management and ecological compensation theory home and abroad, based on analysis of policy and mechanism, reveals the problems: be lack of unified planning and technical standards; construction of infrastructure is lagging behind; matching funds are insufficient and so on. The paper also systematically analyses the causes of the facing problems: the weak ecological construction compensation of legal mechanism, investment financing system and organized administration system; grassland property rights system is not perspicuity; industry transformation is difficult in pasture areas, and so on.In above analysis foundation, the author proposes policy proposal of establishing mechanism for prairie ecological construction compensation: perfecting legal mechanism of prairie ecological construction compensation; establishing long investment financing system; perfecting grassland property rights system and so on. At last, this study analyzes the case of prairie ecological construction and policy of compensation in Xilinguole League uses the method of practical research.
