Hebei province is a major agricultural province in China, the natural disasters has the characters of different types, wide distribution, high frequency, big intensity, the heavy extent of the loss. However, the mode of the agricultural ecological environment compensation is still very not perfect in Hebei Province. It not only brings great pressure to the government, insurance companies after disaster, and it affects farmers’ basic living problems, influents the increase of farmers’income and the rapid development of the rural economy. Therefore, it is necessary to study the agriculture ecological environment compensation problem systematically. It has the important realistic significance that it improves the farmer compensation degree and the efficiency of agricultural ecological environment compensation, and guarantees the sustainable development of rural economy.This paper combines environmental economics, public finance, and insurance science and risk management knowledge. In order to form an effective natural agriculture ecological environment compensation mechanism according to the farmers’ production, it uses the survey methods of the field survey, qualitative analysis and quantitative analysis, the system analysis to do the research of agriculture ecological environment compensation in Hebei province. The paper follows the present situation of agriculture ecological environment compensation of Hebei province -- compensation effect of various compensation methods -- analysis of problems and causes -- compensation mode selection and operation mechanism construction -- perfect compensation system innovation of logical thinking, the research results are as follows:First, the paper arranges the natural historical process agriculture ecological environment compensation of Hebei province in the course of the study, sums up the grain production of current situation of natural ecological environment compensation of Hebei province agriculture, and finally sums up the necessity and innovative of the research on agricultural ecological environment compensation.Second, the paper analyzes the necessity and current situation of agriculture ecological environment compensation, and it carries on the empirical analysis according to three aspects: the development process of the agricultural ecological compensation, compensation function and the development process of farmer satisfaction. In the development process of the discovery process is slow, and the compensation can not cover the loss degree of the farmers. Finally, it uses the fuzzy comprehensive evaluation model to analyze the satisfaction of farmer of Hebei province agriculture ecological environment compensation. Firstly take the compensation situation into consideration, separately from the subject of compensation, the compensation elements, the compensation service and the compensation mode four respects of farmer satisfaction survey. The second is from capital satisfaction considerations, respectively from the investment, the designated position rate of satisfaction, satisfaction with the use of funds financial compensation satisfaction, overall satisfaction four aspects of farmer satisfaction, according to the model results, it finds problems countermeasures to the agriculture ecological environment compensation.Finally, this paper analyzes the status quo and the results of the empirical analysis, and puts forward to some countermeasures and suggestions from the angle of farmers’ perspective, enterprise and the government point of three aspects.Of course, there are a lot of problems to solve in the agricultural ecological environment compensation mechanism, such as raising disaster fund, the optimal scale of financial subsidies to grain crop insurance, catastrophe bond and regulatory issues. Along with the attention of agricultural ecological environmental compensation in Hebei province and the perfection and the accumulation of agricultural disaster loss data, the multi-level agricultural ecological environment compensation mechanism will be established, and it will benefit the majority of farmers. |
