The strength of science and technology is abstract. It is composed of many factors. And all of the factors influence each other. So it is a complicated system too. The study of scientific strength can refer to theory of synthetic power and national competitive power. Based on the analysis of the theory of synthetic power and national competitive power, study its characteristic and sum up the basis of factor classification and function. According to this, we can get the common factors. It will support the definition of marine scientific strength and influence factors'differentiate.Based on the discussion of many theories and methods evaluating scientific strength existed, home and abroad, and according to the development of marine science and technology, we define the strength of science and technology which is a synthetic power that under the market economic system, based on the scientific resource of ocean, going on marine scientific activities, developing effect, achieving output, and stimulating the development of economy, society, technology. It is also a synthetic power which based on the marine scientific resource and marine scientific activity. The marine scientific power includes the basis of marine scientific development, marine scientific input, marine scientific output, the influence to economy, society and technology of marine science.Based on the analysis on influence factors of marine science, according to all of the figures we can get, we can construct a system of marine scientific strength including fourteen indexes. It is number of marine scientific and technological research institutions, employed population of marine science and technology, professional of marine science, number of marine science and technology research project, the percent of gross output value of major marine industry account for R&D expense, R&D expense rate of increase, number of marine scientific thesis published, marine scientific and technological number of patent for discovery, marine scientific and technological number of patent applications accepted, marine scientific and technological number of patent granted, the percent of marine scientific and technological result application account for marine science and technology research project, the percent of gross output value of major marine industry account for region gross output value, the percent of marine scientific and technological employed population account for region gross population.Based on the discussion of many models evaluating scientific strength existed, we chose principal components analysis which is high objective and grey relation analysis. We use the weight by principal components analysis to grey relation analysis. The weight keep grey relation analysis objective too. Evaluating the marine scientific and technological strength of oceanfront regions, we get the sequence of them from high to low: Shandong, Tianjin, Guangdong, Shanghai, Jiangsu, Zhejiang, Fujian, Liaoning, Hebei, Guangxi, Hainan. The sequence conforms to the reality. This research has high meaning.This paper constructs models for evaluating marine science and technology which is the first use of synthetic research in marine science and technology. And the result can offer quantitative consultation to promote the strength of marine science and technology. So this paper has applied value.
