The Application Of The Grey Forecasting On Evaluating The Science And Technology Competition Strength Of Guangdong Province

The representation of the International competition is the general country strength,the keypoint is the science and technology of the science and technology. The future of the country depends on the science and technology competitive strength. Follow the requirement of Scientific development values by Guangdong committee and the government, Guangdong would be with the faster speed of the economic increase than the whole speed of the country .It is said that science and technology would play a more and more important factor in the society and economy, in Guangdong.The increase of economy now become more and more depended on progress of science and technology ,which is the focus of international competition.This paper discusses the theoretical and practical research evolvernent of grey forecasting and evaluating, analyzes the pretreatment of fundamental data sequence according to the primary procedure of forecasting, specifies the contents of grey forecasting and evaluating theory, and then carries into execution the application research on the base of the science and technology index data of Guangdong province.This paper analyzes the internal factors of input, conversion ,correspondance and output of scienceand technology system and establishes the excellent index system to evaluate science and technology strength. On the base of so, this paper puts into effect the GM(1,1) model forecasting, according to the forecasting data of Guangdong province, evaluating analysis, and then presents the science and technology competition strategy of Guangdong province.
