The competition in the world today is strategic human resource competition. In the new century, the trend of economic globalization has noticeably increased, the pace of industrial restructuring is accelerating, and economic and technological competition of comprehensive national strength is becoming increasingly intense. Industrial countries in the world, especial developed countries are doing everything possible to observe intelligence resources and improve the strategic human resources management ability.The construction of an effective strategic human resources management system can help to expense China's human capital, give play to China's advantages in human resources, and help to obtain sustainable competitive advantage for our country in international competition. Doing a good job of strategic human resource management, in particular the management of talents resources, playing the the basic, strategic and decisive role of talents resources in economic development and social progress, has very important significance in dealing with the challenges of economic globalization and grasping the opportunity to promote the sustainable development of economy and society.As an organization of holding a great deal of social resources, owning the powerful management and control ability, the Chinese government, how to conform to the situation, leading times, play the core leadership role from the macro focus through various policies and measures of effective integration, effective strategic human resources management, resolve human resources problems, and promote Chinese human resources management, raise the level of the expansion of China's stock of human capital, strengthen human resources competitive advantages. It has become an issue to be resolved.The line of this paper is, on the basis of summing up the relevant theory of strategic human resource management, defining the meaning of the Chinese government strategic human resources management, and on the basis of analysing the difficulties of the Chinese government human resources management, putting forward the routing and management strategy of the Chinese government human resources management. The focus of the study is defining the meaning of the Chinese Government human resources management and proposing the path choice of it. The major innovation of this paper is that from the macro view and compound angle, carrying an deep research on the Chinese Government strategic human resources management, and from a practical perspective, putting forward the innovative policy proposals, advocating the"talents strategy for power nation"should focus on the innovation of the system, introducing the "asymmetric competition theory" into the area of the Chinese Government human resources management, proposing the asymmetric competition ideas of focusing on building practical skills talents teams and rural talents teams.
