The fishery, as superiority industry in modernized agriculture of our country, is actually weak and risk industry from the view of society. So the international trade of fishery has been an very important and valuable research topic. In the course of the international trade of fishery, various disguising green barriers appearing as the form of environment signs and environment management signs are becoming more and more firm. It has become a new and main trade barrier. In recent years, a variety of trade protection modes have been constructed in the developed countries in the name of protecting mankind health and environment, which has brought negative effect on the international competition of aquatic products. There is directly and extremely close relationship between production, use, consumption and processing of aquatic products and the environment. So it is meaningful and significant to find an effective way and trade policy of protecting the fishery, which is also helpful for the speeding up of the fishery and the establishment of the environment-friendly and harmonious society.Along with advancement of world economics and free trade mode, some traditional tools of the strategic trade policy, such as tariff, subsidy and so on, encountered regulations of the multilateral trade system's rules, which means that it has on longer effective enough to overstep the environment measures. So under the WTO frame, the strategic trade policy has to be annotated and modified to guarantee its feasibility and rationality when implemented in fishery under the liberalization of international trade. The strategic environmental policy theory steps from the strategic trade policy theory and uses the environment measures as the main tool of strategic policy. It is based on economies of scale, imperfect competition and market economy and is also effective to explain some problems in the international trade of fishery.Firstly, the writer discusses the environment and trade of the aquatic products and summarizes the correlated theories and views.
