After the Third Plenary Session, the rural reform and the household contract responsibility system were carried out rapidly in China. With the Agricultural labor productivity enhancement, many farmers were released from the land imprisonment and obtained a free disposable labor rights. Because the government relaxed restrictions on farmer's choice of employment, the surplus rural labor force can be transformed into cheap labor supply. At the same time enterprises were given part of the right to run a business and the right to employ the staff, so produced the demand for cheap labor. In addition, the rapid development of the non-agricultural industry as well as labor-intensive industries produced a heavy demand on labors. The huge thrust force and the pulling force together had result in the large-scale flowing of rural labor force. Meanwhile, after years of economic development, the industrial structure in China has changed hugely. The proportion of primary industry obviously dropped, while the proportions of the secondary and tertiary industries increased rapidly. In the face of the technology-intensive industries and the modern service industries in developed country, the pressure on optimization and upgrade of the industrial Structure is great. The development of the Industry will have a crowding-out effect on the labor force, and therefore the employment situation of rural labor is worsening. The economic of Midwest China has risen rapidly in the twenty years after the reform and opening. Due to a lot of agricultural population and the lower level of economic development in mid-west area, the agricultural base is still backward.The comprehensive productive capacity is low. Because of various reasons, the gap between the Midwest and the east has enlarged. Compared with the eastern area, the Midwest area is at a serious disadvantage in funds, technology, personnel and location conditions etc. The typical dual economic structure is still noticeable, and the industry development is unable to make the massive rural labor find jobs effectively. According to the estimation, the surplus labor force of current village in the mid-west area is over 1 hundred million. The key of transferring surplus labor in agriculture is to adjust industry structure. By means of optimization and reasonable development of industry structure, the rural labors find jobs. The research method is the combination of theory with practice, qualitative with quantitative study. With certain materials as the foundation, the study seeks an objective, and comprehensive approach. As for research,the study combines historical analysis with situational analysis, static with dynamic, contrastive with real diagnosis. Being a comprehensive, social and political issue, the shift of countryside surplus labor force can not be dealt with by a single discipline. Therefore, this study is destined to be a cross-disciplinary one from theory to absorbing the theory achievements from economics, sociology and demography, etc. This text sets out from the concrete situation of the middle and western region of China, inquiring into the current relationship between the employment of huge quantity farmers and the industrial structure adjustment of our country. On one hand the special agriculture advantages of the middle and western region are considered and the agriculture industry should been combined together with the village business enterprise in order to transfer and digest the farmer labors in the local area; On the other hand, according to the special characteristics of the labor force of the region, the traditional third industry is developed to promote the farmer employment.This article is composed of six major parts:The first chapter is the introductory remarks, briefly talking about the significance of selected topic, making clear the basic bone, the mentality and the methods of the research, and gives a systematic review and analysis of the theory relevant to industrial structure evolution and the rural labor transfer the domestic and overseas scholars have made, and further explains the basis of these theories.The second chapter analyzes the present conditions of the rural surplus labor force employment in the various industries, and applies the relevant theory of industrial structure evolution to make a judgment of our country and every region's industrial development stage. Then it proposed the direction of industrial development based on the rural labor.The third chapter, in accordance with the mid-west area's special situation, analyzes the employment prospects of rural labor separately in village and city,The fourth chapter proposed industrial development path based on the rural surplus labor force employment in mid-west area.The fifth chapter systematically describes the barrier factors which were met during industrial development path based on the rural labor employment in mid-west area.The last chapter indicates how to solve these questions. There are two innovations in the study. First, according to the industrial development level and the unique nature, the human resources in mid-west area, the path on how to solve the rural surplus labor force employment from industrial development's angle is discussed. Secondly, with advanced management experience and measures in the eastern region being used for reference, it proposes some measures on how to promote the rural labor employment in the mid-west area by developing the reasonable industrial structure.
