A Study On The Transference Of Agriculture Surplus Labor And Its Employment Technical Ability

The transference of agriculture surplus labor is a projecting characteristic in the transforming from agricultural country to industrial country. The transference of agriculture surplus labor went through the high-speed in the middle of 1980s, entered the late of 1990s, and then the speed inclined to slow down. With the challenges in the 21century, such as ecnomic growth, employment and entry into WTO.etc, the problems of agriculture have to be solved, because the increase of economy needs the support of 900 million peasants'consumers. Yet the increase of peasants'income is the premise, and the transference of agriculture surplus labor is the main means. It means that the problem of agriculture is the problem of the transference of agriculture surplus labor. Labor training which will enable rural splus labor get a job more easily and ajust to the needs'of the rapid developing economy is one of the effective ways to solve the problem. So the transference of agriculture surplus labor and labor training become the focus of economic development of each area in China. Therefore, this essay is aimed at the present conditions of the transference of agriculture surplus labor and its labor training in China and conducts a positive analysis.Firstly, the thesis introduces the backgrounds and the theory about the transference of agriculture surplus labor and capital investment. Secondly on the basis of the study of the present conditions of China's transference of agriculture surplus labor, against the quantity of agriculture surplus labor and the economic contribution of the transference of agriculture surplus labor, the author makes a calculation. Thirdly, the paper conducts a correlation analysis between capital investment, employment technical ability and the transference of agriculture surplus labor, employment technical ability and economic growth. Lastly the paper surveyes and calculates the lagging of labor training and its employment technical ability, and puts forward a few proposals and counter-measures to improve the state of employment technical ability.
