Binary economic is a prominent feature of the national economy which stammered the healthy, rapid and continuous development of the economy of China. Thus the transmission of binary economic structure is the top task of the priority. Taught by theory as well as practice, the key to the transmission of rural surplus labor force could be done only through experience shared with developed countries, at the mean time we should be based on the real situation of that country. We should endeavor to find a way of promoting a path for the recruitment of the rural labor force in the transmission of binary economic structure conditionally. This dissertation takes quantitative and qualitative analysis, instance research and comparison research together with the narrow, non-prosperous channel, combined with suggestions and theories on local transmission of rural labor force to clarify suggestions as below: Taking Xuanhan County for an instance which lays in west China, Xuanhan County adopts an way which unite a series of practical problem which tells us that the market should take a leading place and the government plays as a supporting role in this process; local transmission as primary and alien transmission plus labor export as secondary. These two measures make up the labor force transmission model. This dissertation has also put some suggestions and solutions on how to transmit rural labor force in two main ways: taking industrializing agriculture, promoting labor intensive industry ( mainly focuses on rural tertiary industry ), vitalizing county economy, accelerating small town construction and developing township enterprises, exploiting alien labor force market as ways to broaden and widen employment channels; realizing an healthy and smooth transmission of rural surplus labor force by eliminating obstacles in transmission and smoothen recruitment channel through improving rural labor force quality, Enforcing labor market management, establishing and optimizing urban-rural integration labor market, policy reforming and strengthening the management of labor market and the full completion of information service system.Rural surplus labor force, also called Agricultural surplus labor force, mainly refers to surplus labor which precipitated from the agricultural fabrication, that is, the agricultural supply exceeds the demand for labor force the difference in a certain area, in a certain period or in a certain living and technical standard, under a certain land and technical condition, it is the difference between the actual needs of the labor force and the labor force engaged in agricultural production. The existence of surplus force, on the one hand, wastes a large number of rural labor resources, one the other hand, it is a huge hidden danger to the steady of rural society. In rural china, there is abundant surplus labor force due to restructuring of agricultural industry, accumulating loss of arable land, productivity improvement and descending income in rural-border area. According to statistic review, there is about 200 million to 250 million surplus labor force lies in unemployment or covert unemployment condition, this situation has caused disproportionate status between labor force and their arable land, triggered low income per quo, worsened binary economic structure and hindered the industrialization of China, hampered the goal of full construction of a well-fared society and urbanization. Tremendous weight has been gained on theoretical and practical level when it comes to fully meet the prerequisite of strategic economic structural modulation, smoothly transmit surplus rural labor force and turn the labor resource edge into theory research together with demo analysis.
