With the development of modern information technology, knowledge-driven economic era brought fundamental changes to the modern organization in such aspects as production, management activity ways and everybody's work and life. These changes are displayed in the fast integration and improvement of the mankind's collective creativity in the knowledge-driven economic era firstly. Thus, the speed of knowledge innovation is obviously accelerated while the speed of knowledge depreciation is strengthened notably. Then, the changes also brought new development and variation tendency to the organization's management practice and people's working life.All these decide that the organization and individual who is good at study is the end winner in the market competition of the knowledge-driven era. So modern organization must improve, perfect and develop oneself constantly, must improve its study ability constantly in order to occupy the first chance in the marketing competition and establish an unassailable position.On the basis of studying the fundamental theory and establishment model of learning organization thoroughly, this essay discover that although the thought of organization study and learning organization has been put forward by 30 years, sizable progress of the theory research and practice implement of learning organization has been made, the problem of establishment of our learning organization while establishing the learning organization is still the problem needing to study further. So the relationship of HR and organization learning is discussed firstly, then, the establishment route of the learning enterprise which is suitable for our national condition is proposed. Because of the particularity of the learning enterprise, the improvement of its study ability is the focus aspect of improving the human capital, this essay integrates the human capital improvement with the learning organization establishment, structures the human capital improvement model of learning enterprise, discusses the HRM principle and the role localization of human resource administrator in the process of learning enterprise establishment.On basis of learning organization theroy, there is descussing establishing the learning organization in the high school and University. In this article ,we discuss in the College construction study organization, and develops human resources management with the learning organization HRM's theory instruction university.
