Ziyang locomotive Limited company is the Chinese present annual output biggest locomotive Manufacturing firm, once had made the outstanding contributions for the Chinese railroad shipping industry's development. Joins WTO along with China, the locomotive market competition is day by day intense, enterprise's development is also facing many threats and the challenge. At the same time, national economy's fast development and industrialization advancement's unceasing quickening, the urgent need railroad expands the transport capacity, enlarges locomotive's purchase quantity, but locomotive market demand's increase, will certainly to provide the recent development opportunity for the locomotive Manufacturing firm. Facing the opportunity and the challenge, how does the enterprise act according to the external environment the change and own resources condition, chooses the suitable developmental strategy, will win the superiority in the future domestic and foreign locomotive market competition, is subject matter which the Ziyang locomotive company current will face. Therefore, this article takes company's developmental strategy the research subject, attempts through to the corporate growth strategy research, helps the company to display own superiority fully, will formulate the company reasonably in the future ten year developmental strategy, the circumvention risk, guaranteed that the company will continue to develop fast.This article take the strategy management theory as the main rationale, the utilization developmental strategy theory, human resources management, the managerial economics, the aspect and so on market marketing study knowledge, has carried on the multianalysis to the Ziyang locomotive company's external environment and the internal condition, has grasped the opportunity which and the threat fully the company faces, own superiority and the inferiority, based on this, propose in the outlet outside the market locomotive product cost leading strategy and the road the market locomotive product variation strategy, and proposed separately the strategic implementation management measure, had pointed out the existence question, proposed the later company's development direction.
