Government Invested Mega-project is an important means for the government to achieve its social management and public service functions. With the development of economy and the implementation of proactive fiscal policy, the government plays a more and more important role in social development. Government invested engineering mega-project has the characteristics of large investment, long life cycle and high risk. What’s more, the performance of the project is an important reflection of government management, directly affecting the government’s image and credibility.Although the National Audit Office, the Ministry of Finance and the National Development and Reform Commission have made provisions and specifications on the evaluation of government investment projects, there are still many problems in terms of concepts, indicators and methods. Since the static, single-stage evaluation methods cannot meet the need of such project, we must find other evaluation methods carried out during the whole lifecycle. Meanwhile, it seems necessary to research the project evaluation from the perspective of stakeholders with the expanding influences of stakeholders’satisfactions in the projects. Thus, this paper studies the performance evaluation of government invested engineering mega-projects based on the perspectives of lifecycle and the stakeholder. The contents of mainly three parts are as follows:The first section includes Chapters1and Chapter2, in which the current development and related theory, practical problem of government invested engineering mega-projects will be analyzed. Based on that, this dissertation proposes three research questions including the constitution of the performance evaluation, the impact of stakeholders during the evaluation and the index system for the performance evaluation. For these three questions, the existing literatures are analyzed and sorted to lay theoretical foundation for the research.The second section includes Chapter3and Chapter4, and it is the research focus of this dissertation. This section analyzes the composition of the performance measurement system for government invested engineering mega-project and the index system for performance evaluation. Firstly, the evaluation system is divided into three phases including the decision-making performance, the implementation performance and the achievement performance based on the project life cycle. Secondly, the stakeholders are identified and the core stakeholders are defined in the three phases. Thirdly, the needs, the contributions of stakeholders and the target, process and resources of projects are analyzed during different phases based on the "performance prism "method in order to get the dimensions of performance evaluation and the indexes. Finally, the performance evaluation index system for government investment mega-project is established.The third section includes Chapters5and6, which mainly verifies the index system of performance evaluation. First the dissertation designs the questionnaire based on the index system, and then chooses the right population investigated to get the data required for the research. After that, SPSS is used to conduct reliability and validity analysis to verify the scientificalnesss of the index system. In addition, this section also summarizes the research contents and proposes inadequate research problems and prospects for future research.This dissertation analyzes the constitution of performance evaluation of government invested engineering mega-project, and divides it into three parts including the decision-making performance, the implementation performance and the achievement performance. Based on that, an index system for performance evaluation is proposed and verified. This research provides a new research significant for the performance evaluation of government invested engineering mega-project, and also provides reference for the project performance evaluation for relevant government departments.
