This thesis first analyzes the concept, the type, the process and the cost of technology transaction, and also analyzes the concept, the characteristic and the function of technology market closely connected with the technology transaction, as well as the concept, the function and the service content of the technical intermediary which plays the vital role in the techniques market, and points out the current development tendency of domestic and foreign technology market. Based on that, from the three angles of technology market scale, the technology market structure, the technology transaction organization, the thesis analyzes present situation of technology market development of China's technology market as well as Inner Mongolia technology market thoroughly. Then combining with China's technology market statistics index at present, establishes comprehensive evaluation index system of regional technology transaction activity, and carries on the quantitative evaluation using the hierarchy analytic process(AHP) and the fuzzy comprehensive evaluation method in order to propose comprehensive evaluation method of the technology transaction activity. The thesis carries on the comprehensive evaluation on the Inner Mongolia technology market with this method, and the conclusion basically matches with the actual situation, so it shows this method has certain rationality and the practical application value. Finally the thesis analyzes comprehensively the chief obstacles affecting Inner Mongolia technology market development, and the chief obstacles include three aspects coming from the technology buyer, the technology supplier and the market moves. The thesis proposes the main countermeasure of developing and perfecting Inner Mongolia technology market. The main countermeasures include enhancing innovation power, enlarging supporting level, optimizing resources disposition, constructing intellectual property rights protection environment and perfecting technology intermediary service system. The regional technology transaction comprehensive evaluation method proposed in this thesis solves the problem of only the sole index statistics contrast analysis in the present technology transaction and the technology market appraisal, but not having the comprehensive evaluation method. This method proposed in the thesis provided a powerful policy-making tool for comprehensively appraising and analyzing the regional technology transaction and the technology market development condition for the local authority.
