Strategic Development Countermeasure Research On Supports Of Tianjin New Rural Construction According To Agricultural Development Finance

Accelerating socialistic new rural construction is the most important decision of"more support, less tax burden and more liberal attitude"in this stage and it is a historic task in modernization of our country."Proposals For Formulating The 11th Five-Year Plan for National Economic and Social Development"approved by The Fifth Plenum of 16th CPC has put"more support, less tax burden and more liberal attitude"to be the top priority in next 5 years.Also to Tianjin's characters and advantages, local government clearly set up a high standard to advance new socialistic rural construction in 11th five-year plan by promoting development agriculture and rural economy to make the farmers rich. There are some existed factors influence TADBC working as the main financial support in local agricultural field such as unclear banking functions, operating systems, management system, limited and simplicity of business scope in normal field, services etc. Development finance develops the concept of policy finance and this is a realistic option for TADBC to increase agricultural development financial functions by improving its marketing ability, expanding agricultural markets and helping farmers in growth of their productivity. Not only analyzing the recent situation about TADBC, but also introducing some advanced experiences used by the policy bank in foreign countries combining with Chinese realities. Further more I explain more about theory and practice of development finance announced by National Development Bank and the necessities on studying foreign advanced financial theory, setting up a healthy agricultural financial system, collecting agricultural funds in multiple ways, strengthen supports from government towards agricultural policy financial organization with a compete legal system in order to develop new socialistic rural construction.After using SWOT method to analyze all strategic factors existed in supporting Tianjin new rural construction such as advantages, disadvantages, opportunities and threats faced by TADBC in future in this article, I expressed my point of view of which is that TADBC must be the initial and strong backup in supporting new socialistic rural construction in Tianjin in its business scope. Also I point out that TADBC need to promote traditional policy financial functions and play a more important role in keeping up with continuous policy, conducting in-depth systematic reform, being strategic guidelines so as to accelerate the development of Tianjin rural economic society in all aspects. According to the above, I set up a new operating mode of TADBC carrying out development finance.
