Research On Development Of Housing Social Security Management System

Housing has long been a crucial social and economic issue to every city in the world. How to solve the housing problem of low-salary class is not only the difficult and important part in the housing issue of a city, but also the main responsibility and primary goal for the municipal government. Information Office of the State Council issued the white book The Condition of China's Social Security and Policy on 7 Sep, 2004, stating that Chinese government, basing on our national conditions and putting people to its priority, attached great importance to the establishment and improvement of social security system. After years of exploration and practice, with the establishment and improvement of socialist market economy, especially since 1980s Chinese government has carried out a series of reforms on the social security system under the planned economy and gradually set up the basic social security framework that requires the responsibility from both central and local governments, which is in accordance with the market economy system. Our social security system consists of social insurance, social welfare, social comforting, social assistance and housing security, etc. So, housing is an important part in China's social security system. The establishment of housing security system is an objective requirement of building a harmonious society as well as a significant insurance to the harmonious, healthy and sustainable development of society and economy.This paper contains five chapters. Chapter one illustrates the importance and necessity in improving housing social security management system in today's society and the purpose, significance, and outline of the research. Chapter two, first of all, does in-depth analysis and research on the housing social security in developed countries from the perspective of its history, policy, legislation, and implementation, and then analyzes the current situation and problems of the work of housing social security in our country, taking the housing measures and policies adopted in large cities such as Beijing, Shanghai, Chongqing as examples. Chapter three and four focus on the analysis of the current situation of the housing social security in Tianjin, of the existing problems such as the unformed effective and unified housing security management system, the imperfect regulations and policies on housing security management, the government's inefficient coordination and supervision on housing security. Based on those problems and related to the visit to the residents of Ruijing neighborhood and talk with the long-established state-owned enterprises, a proposal consisting of 5 items and 21 articles is brought forward, namely"to establish a structure, ensure two mechanisms, improve a system, strengthen three managements", that is to establish an effective and unified management structure of housing security, ensure admittance and retreat mechanisms, improve housing security policy system, strengthen the management of money raised for housing security by increasing the financing sources for housing security, strengthen the supervision and coordination on the construction of social security housing, and strengthen the management of social security housing sources. Chapter five concludes the research of this paper and gives us a direction for further research.The paper perfects the housing social security model and the practicable scheme of operation system and makes suggestions on policy and measures, providing evidences for policy on Tianjin's housing social security management system and reaching the goal of improving Tianjin's housing social security management system. It should be mentioned that the improvement of social security housing management system is also a systematic program that gives impetus to the construction of Tianjin's housing security system only under the condition of"Bucket Effect".
