| The current EPC project cost control method mainly pays attention to the actual expense of each stage separately rather than from the whole view. As a result, it fails to reflect the superiority of minimizing the life cycle cost through taking design as the first consideration in EPC project, which leads to the outcome of partially expense optimized but not totally.This paper analyzed the differences in cost control methods between EPC project and tradition project systematically. It was stated that the cost control of EPC not only concerned the expense occurring at each stage but also their influence on the total cost of the project. The research tasks of this paper were as follows:Firstly, the applied expense control model of EPC project was studied. Considering such characteristics as completion time fixed and too many active meshwork nodes in EPC project, the GA based time/cost trade-off model was applied to adjust the schedule; in view of the different progress characteristics in design, procurement and construction stage, the concerning cost control progress-measuring models were established respectively.Secondly, for design was the most important part in EPC cost control, the establishment of cooperation relationship between project partners and more information interchanging actions between them were emphasized in this stage. Moreover, the framework model for contractor design stage was developed based on Concurrent Engineering (CE), which was a widely-used theory in manufacturing.Finally, Supply Chain Management method was introduced into procurement stage, in which most part of the total project cost occurred. So procurement was incorporated into design process and the contractors were integrated internally while building the strategic cooperation relationship with eternal partners. The benefit of cooperation relationship establishment between suppliers and contractors was verified and it played an active role for realizing win-win. |
