Since reform and open policy , although construction technical level of our country construction enterprise has large scale enhancement, but business management level in particular strategy management level is also quite low. It mainly displays in deviation of the strategic management understanding, lacking the scientific theory and method, the not perfect mechanism and the organization and the lower personnel quality and so on, these cause the enterprise do not have clear market localization, the correct competition strategy and the explicit development direction.The Performance Excellence pattern is effective method to promote enterprise competitive ability which the world-class success enterprise recognizes, provides a set of effective method and the evaluation criteria to obtain the splendid management achievements. From 2001, our country started the appraisal about National Quality Award, devotes to the promoted the advanced idea and the management method of Performance Excellence pattern.The article descript the strategic development process based on requires of Criteria for Performance Excellence, using many kinds of methods to analysis internal & external environment such as PEST, Michael Porter's Five Forces Model, Resources and Ability analysis, BCG,and using SWOT analysis, to form the overall organizational strategy & strategic objectives.This article proposes and uses the Performance Excellence Balanced Score Card method establishes the key performance measurement system to deploy strategy. The method improves the BSC, could conformity well company strategic performance management and the Performance Excellence pattern.At the same time, this article takes eleventh five-year strategy of a large-scale construction enterprise as the example, collects and quotes the massive materials, the data, the graph, utilize above theory and the method, defines strategic development and deployment process as well as the concrete operating procedure, provides the beneficial model to implement strategy management for the construction enterprise.
