The Application Of Performance Excellence Mode In S Legal Metrology Institution

With the globalization of the economy, Performance Excellence Model has been an efficiency method for the World class successful enterprise to implement the scientific management and enhance the competitive power. Pursuing Excellence Performance management is the development tendency of the organization management in21st century. Since The Criteria for Performance Excellence was promulgated and implemented in feburary,2005, more and more domestic enterprises have been on to contact, understand and import Performance Excellence Model. And this is the direction of our enterprises’ management in the new situation.This thesis aims to use the successful experience of Performance Excellence Model in the enterprises for reference, combine the present management mode of the legal metering mechanism to do some research on the application and implementation of the Performance Excellence Model in the legal metering mechanism, and to explore how the legal metering mechanism improves the core-competitiveness in the market-oriented Measurement and calibration to face the increasingly market competition.This thesis analyzes the market competition that the present the institutions of metrological technology face and the problems that appear in the management of the legal metrology institution. Then this thesis proposes the solutions to the problems and possibility of the Introduction and implementation of Performance Excellence Model. This thesis combines many years’quality management practice of the legal metrology institution in S City to totally import Performance Excellence Model. This essay uses The Criteria for Performance Excellence to estimate the organization with specific requirements of evaluation criteria. During the process of estimation, this essay propose three aspects, including the research on the organization’s strategic planning, customers’ satisfaction and market innovation research and the research on the Human Resources Development and Management. The innovation of this essay is to apply the Performance Excellence Model in public institutions which engage in production and operation. It is the first case in the province that the Performance Excellence Model has been applied and implemented in the legal metrology institution. During this process, combined with the main working sections in the legal metrology institution, a large amount of data has been collected to be used to analyze the improvement of the management methods. This work has made up the weakness that exits in the management of the public institutions which engage in production and operation. It has laid a steady foundation for the legal metrology institution to enter the market competition. Meanwhile, it has set a good example to popularize the Performance Excellence Model in the legal metrology institution.
