From the human resource exploitation and the previous background of management about R&D organization and based on the problems inside them, the paper analyses the challenge resulting from the knowledge economy against the human resource management, put forward that the R&D organization must break out the former model of human recourse management, set up an entirely new model adapting to the requirements of knowledge economy and market economy, implement obtaining, conforming, inspiriting, controlling and development of human resource with scientific human resource management methods and technologies. Form the point of the human resource management, combining the characteristics of new researching and developing technologies, creating the new products, and providing the information service with the new applying technologies for the society, based on the real complexion of the national R&D organization at this phase and the humanity and standardization about R&D organization human resource management, this paper not only insists on innovation and introducing the advanced human resource management experience, but also explores the management model of the R&D organization human resource, cooperating the culture background and human specialties.The first character introduces systematically the background of the R&D organization human resource management, analysis the difference between the R&D organization human resource management and the traditional, what's more , the characters of it, form the promotion of knowledge economy age; takes apart the problems of the R&D organization human resource management and indicates the problems inside it and organization configuration of R&D organization; addresses the development of the R&D organization human resource management, analyses the transforming trend of R&D organization and the new thought about the R&D organization theory faced at the knowledge economy, at last points out the inevitability and directivity of the R&D organization transformation.The second chapter through to the traditional function organization pattern and the project organization pattern analysis, carries on the exploration on R&D organizational management pattern, proposed face the knowledge economy matrix organization pattern, the hypothesized organization pattern as well as the project organization pattern transformation. The R&D organization management pattern have the decisive influence to R&D process, from the environment, the enterprise strategy and the enterprise technology factors, has analyzed R&D process control, proposed the integrated innovation process model, the system integration network model, and has analyzed organization's innovation pattern and the innovation in organization's function.The third chapter from R&D organization project group's composition, the personnel choice and the establishment of project group, in detail introduced R&D organization human resources management characteristic; and aims at its characteristic, proposed R&D organization human resources management pattern and the method. Specifically includes R&D organization position analysis appraisal, R&D organization team structure and the personnel responsibility limits.
