| In recent years civil aviation airport of China has greatly enhanced its management level and the ability of making profits through localization reform and property reorganization. However, in a long-term view, the airport's profit and Strategic plan base on safety, which is an eternal subject of the airport. It is unimaginable for an airport without safety. Safety is the foundation of all operation management activities of the airport. The airport's safety is closely related with its human resource factors. Human resource quality decides the airport safety in the certain degree. From the viewpoint of modern human resource development and management, one of the human resource development activities' goals is to improve the human resource quality. Therefore, the final goal of optimizing the human resource development activities of the airport and enhancing its human resource quality is to improve the airport's safety performance and facilitate the realization of the airport's strategic objectives.In order to deeply study the airport's human resource development innovative tactics, the situations of the airport's human resource development are investigated through the questionnaires in this article. The problems of the airport's human resource development are understood and analyzed through interviews. The airport's human resource development strategic optimized model is proposed according to the real reasons of the airport's human resource development. Based on these the human resource development strategic goals are gradually decomposed into the airport staffs' "KSAIBs" demands by using critical successful factors and key tasks. By using this model the airport's human resource development activities are innovated, Innovative tactics of training development, organization development and career development are presented. The airport strategy, staffs' demands and these three development activities are combined organically. All these can improve the airport's human resource quality.Questionnaire investigation, statistics and interview method are applied in thisarticle. The research of this article is based on plentiful information from internet, library and 12 large or middle airports, of which set out the value, which make this article more objective and detailed. |
