Research On Knowledge Management Evaluation Index System For SMEs In Growth-type

Along with the development of market economy, small and medium-sized enterprises (SMEs) are growing rapidly. They're playing a more and more important role in the development of our society and economic. However, there're still lots of problem and difficulty during the development because of certain reasons. Nowadays, knowledge management (KM) is treated as a solution to those problems. Obviously, the actuality of knowledge in SMEs is different from those of mature enterprises. Compared with them, both the quality and quantity of the knowledge possessed by SMEs are in low level. They mostly stay in the phase of knowledge innovation, knowledge accumulation and knowledge development. For the sake of adapting to the situation and improving it, it's urgent for SMEs to develop a new KM method to instruct the direction of knowledge innovation, standardize the knowledge accumulation and help its employee become more skilled.The paper analyses the current development situation of KM for both domestic and international theory along with the achievement in the fields of the pullulating in SMEs by use of systematic analytical method, especially the development situation of SMEs in China. Further, the paper expounds the desire of SMEs for a suitable KM method which will help them develop the knowledge, layout the KM activity and is application-oriented. Based on the needs, the paper deeply studies the KM methods for SMEs which is driven by the organization's responsibilities. First, the object of KM-the core knowledge and the key document based on core knowledge to fulfill the responsibility- is defined. Then, the paper anatomizes the systematic management method for the knowledge asset in the organization which is a two-dimensional integration of the knowledge with knowledge-expert and the process to fulfill the responsibility. At last, the step to carry the two-dimensional integration method is introduced in detail.An emphasis of the paper is the index of Knowledge management evaluation (KME) which is based on the thought of the two-dimensional integration method. The index is divided into four parts. They are the evaluation of the KM organization, the evaluation of knowledge assets management system, the evaluation of liquidation for knowledge asset and the scheme of knowledge assets development. Via the evaluation from the four aspects, we hope to get a clear picture of the actuality of knowledge in a certain SMEs. The purpose of the evaluation is to actualize the regulation of KM activity and lay the course of knowledge development effectively.The innovations of the paper lie in three aspects. Firstly, the SMEs in growth-type are redefined in the perspective of knowledge and the needs of KM activity which is the integration of development, programming and applying. Secondly, the paper defines two new characteristics of core knowledge-relativity and authorization and establishes a core knowledge management grid based on a two-dimensional integration of the knowledge with knowledge-expert and the process to fulfill the responsibility. Thirdly, the paper designs a KME index instructed by the two-dimensional integration method. The research of this paper provides essential theoretical method and instrumental support for SMEs in growth-type to carry out their KM activity and enhance the integrated competitiveness.
