This article does deep research on the developmental strategy of Shandong Befar Group.The methodlogy of the research is combined microscopic and microcosmic approach,the combination of quantity and quality.This research aims to promote the level of the corporation's stragetic administration,as well as providing scientific and beneficial experience in the area of China's petrochemical industries.Firstly,based on analysing the corporation's external factors,such as macroscopic environment,the economic feature and the structure of trade competition, the author analyses the External Factor Evaluation Matrix and draws the conclusion that the corporation has high ability in exploiting every opportunity and evading all threats. On the other hand,he points out the corporation has more internal advantages through analysing Internal Factor Evaluation Matrix based on the analysis of the factors as the corporation's organization,human resources,finance management,product competitive ability,marketing and enterprise culture.Secondly,the author discusses the development target of the corporation,points out the corporation should adopt developmental strategy in the management orientation of petroleum refining and chemical industry with boosting scale and circular economy, keeping on going cost lead,integration,circular economy,intensify,information and international strategies.The corporation will be developed into one of the most competitive multiple-producing chemcial industry through improving the level of science and techology development.The author indicates that Shandong Befar Group should implement the cost lead strategy,integration strategy and circular economy strategy and analysing each strategy in detail.Finally,the author formulates a series of safeguarding measures for Shandong Befar Group's future development from the following areas:innovating the administration of human resources and marketing,increasing the momentum of operating capital,energizing the management of construction projects and controlling the investment in construction projects. The innovation of this article is as follows:based on formulating the developmental strategies,the author indicates that the corporation's organization structure should adopt such model as combined divisions with functions,and adopt relatively centralization of state power administration for finance and the middle-level cadres such as vice-directors.In a word,the owner of the corporation should combine romanticism and realisticism to extend the space of strategy development and try to upgrade the corporation's practice ability by regualting the rhythms of the stragety.
