Study On Countermeasures For The Construction Of Agriculture Information Service System In Harbin

Agriculture information is an important method for the macro-control of agriculture production by the government under market economy conditions, and is also the important base for the main body of agricultural production to carry on works. Now our country is in the key period for the construction of new countryside, hence, the use of modern scientific and technological methods, especially the modern information method, to increase the scientific and technological level and the comprehensive competitiveness of agriculture, will be a important strategic choice that the agriculture faces for a longtime. Therefore, the agriculture informativeness has been mentioned to the agenda, reflecting that the modernization, the full use of science and technology and the innovation in the development process of agriculture will provide the power and source for the development of a new countryside. In order to speed up the progress of agriculture informativeness, it is very urgent to found a agriculture information service system that can assemble the collection, treatment, propagation and usage of information together, so as to provide information service for the producer, the manager and the policy-maker, and to enhance the service function of the agriculture information, accelerating the steps of agriculture modernization. Harbin is the largest agriculture city in Heilongjiang Province, and although a certain base for the construction of agriculture information service system has been formed, there is still a large gap for the service ability of the system in Harbin as compared to the requirement of the government, the enterprises and the peasants. And also the service ability of the agriculture information service system in Harbin is much backward as compared with that in some developed provinces or cities. Therefore, it is very important to explore measures and ways for the further improvement of the agriculture information service system by analyzing the major problems still existed in the agriculture information service system of Harbin according to the requirement of development of rural economics.Problems in the agriculture information service system of Harbin were studied through empirical analysis and theoretical investigation in the present thesis. The characterization of agriculture information was introduced in detail, and the principle and aim of the construction of agriculture information service system was brought up. Through the investigation of the situation of agriculture information service system construction in Harbin, the existed problems and their formation causes were analyzed. Use the advanced experiences both domestic and abroad as the reference, the construction countermeasures for the agriculture information service system of Harbin were put forward. These countermeasures mainly includes seven parts: to make full use of the function of the government in the construction of agriculture information service system; to increase the investment and the construction dynamics in the agricultural infrastructure; to improve the joint construction and usage of agriculture information resources; to raise the pertinence of the information service for the agricultural products; to enhance the construction of talented teams for agriculture information service; to improve the construction of the information service network; to further perfect the 110 service system for agriculture skills.
