Reforming Of Social Security Institution In Rural Area In Harbin

In China,social security issues about old people in countryside were not sufficiently taken into account.Their living condition is getting worse.The social securityscheme is being destroyed;however,the new scheme is still immature.Furthermore,China is in the course of transfer both in social system and economy style.So how to effectively insure the living condition of old people in countryside and establish a reasonable social security system for them is a very important topic both for academic and government.The exploring in the reformation of social security mechanism in rural area is being in Harbin. Though some achievements have been gained, the problems of which still exist, including that the guarantee standard is low, the overlap is narrow, the socialization level hangs down, the social security mechanism isn't perfect, the management is scattered, the maintaining increasing in value of fund is difficult, the model of raising fun can't satisfy the need of the situation. Moreover, with the pushing forward of urbanization process, the problem of the social security mechanism for the non-agricultural peasants and the losing-territory peasants also looks prominent increasingly and eagerly waits for the settlement. In order to solve these problems, the paper uses the methods such as theory analysis, comparative analysis, quantitative analysis, and investigative analysis etc. It has used for reference the experience and lesson of the practice of reformation on the social security mechanism in the foreign rural area .Finally, in order to realize the previous objectives, we must promote the development of social security mechanism's reforming in rural area in Harbin, put forward setting up the realization social security mechanism, persist in the urban-and-rural integration policy's direction, quicken the reforming of census register system and land management policy. We must build and perfect management system, law system, public finance system etc, adjust industrial structure and increase peasants'income, extensively raises the fund of social security and the other policy. By way of economic support and system security, the reforming step of social security mechanism in rural area is quickened.
