Study On The Big-All-Purposr Card Of Heilongjiang Transportation Fees Imposition Based On The Process Reenineering Theory

The transportation industry is the basic industry of the national economy and the social development; and it plays a vital role in the economical growth and social development. At the same time, the imposition of all kinds of transportation fees becomes increasingly closely linked with people's daily life. With the fast development of science and technology, especially the development of information technology, the former charge ways, such as manual operation and the semiautomatic operation can not be able to satisfy social needs and the needs of the vehicles and their owners. At present, much attention from the society and people has been given to how to improve the ways of fees imposition to provide a fast and convenient environment for the vehicle owners.Business Processing Reengineering (BPR), as the core field of business reengineering, refers to the pondering and redesigning of the business process, and yielding more valuable results in order to better the business performance by the reorganization of the ingredients of the business process according to the demands of the customers and with the business process as the reengineering subject.After the appearance of BPR, BPR has been adopted by many enterprises domestically and exotically. The application scope of BPR is mainly in logistics, and the expected effects have been achieved by the enterprises after the application of BPR. However, there is no precedence of the application of BPR in the transportation fees-imposition both in foreign countries and China. Based on the theory of BPR, this study analyze the existing problems in the process of the transportation fees-imposition in Heilongjiang Province, and mainly discusses about the imposition process of high way toll, and effectively reengineers all kinds of the transportation fees-imposition process, and puts forward the conception of issuing the big all-purpose card in the transportation fees-imposition process in Heilongjiang Province. Besides, the author suggests that transportation fees-imposition in Heilongjiang Province is not a merely isolated process analysis. The author gives the advice of comprehensive process reengineering for the realization is a systematic project and it needs the reengineering of the enterprise culture, enterprise image, organizational structure and other supporting factors. At the end, the author constructs a model for the process reengineering of the transportation fees-imposition in Heilongjiang Province.In the end, the author proposes the construction of the information platform and the functional realization of the material flow and currency flow and the construction of the five functional systems of the imposition of the all-purpose card as the transportation fees.
