Taking the road of international operations is the inevitable trend for Drilling Company, and this is also the strategic goals for drilling companies to develop. As an important tool for the allocation of resources and pre-control, the importance of budget has been paying more attention and widespread applying by drilling companies, and the budget has also played a significant role. Therefore, the paper start on the strategic management theory, base on the need of exploring external markets and international business of drilling companies, analyze the changing external environment and the own characteristics and advantages and disadvantages of drilling industry's development, position the drilling company's strategy, introduce the strategy to the budget management system, and structure the drilling company's strategic budget management mode at last.
