With the globalization and the economic development, drilling companies have been gradually going into the international market, and the external market has been expanding. Taking the road of international operations is the inevitable trend for Drilling Company, and this is also the strategic goals for drilling companies to develop. As an important tool for the allocation of resources and pre-control, the importance of budget has been paying more attention and widespread applying by drilling companies, and the budget has also played a significant role. However, the traditional budget management is difficult to achieve the desired results without clear guidance of companies' strategy, and limit the function of the budget, so these affect the efficiency and competitiveness of drilling companies, and are not conducive to long-term competitive advantage and the continued development of the companies.In view of the existence of the above problems of the traditional budget management mode and the needs of the drilling companies' development, we can see that construct the strategic budget management mode is the inevitable trend of the budget management's development. However, because strategic budget management is still in the exploration stage, it was not applied in the drilling industry. Therefore, the paper start on the strategic management theory, base on the need of exploring external markets and international business of drilling companies, analyze the changing external environment and the own characteristics and advantages and disadvantages of drilling industry's development, position the drilling company's strategy, introduce the strategy to the budget management system, and structure the drilling company's strategic budget management mode at last.
