With the rapid development of socialist market economy,competition among enterprises is becoming increasingly fierce.More and more enterprises have realized the importance of comprehensive budget management,and through the implementation of comprehensive budget management to improve the efficiency of resource allocation and deepen the communication between departments.However,in the practice of comprehensive budget management,there are many limitations,such as excessive attention to financial indicators,neglect of non-financial indicators,emphasis on results over process,etc.In order to solve these problems,a lot of research has been carried out in the theoretical circle,and many scholars have proposed to introduce the balanced scorecard into the overall budget management.In practice,Vanke,China resources and other enterprises have built a balanced scorecard based comprehensive budget management system,and achieved great success.Based on this research background,this paper takes HD company as the research object,analyzes the existing problems in the company's overall budget management and puts forward corresponding Suggestions.This paper through the literature survey method,the scholars at home and abroad in recent years is summarized in the comprehensive budget management,the balanced scorecard and the introduction of the balanced scorecard comprehensive budget management research.It also introduces the theories of comprehensive budget management,balanced scorecard,strategic map,balanced scorecard and budget management integration,this research provides a theoretical basis for this article.Then through the investigation and collation of HD company's internal data,the company's organizational structure and the current situation of the overall budget in the compilation process,implementation and control,evaluation and incentive,etc.,analysis found the company's overall budget management problems.The main problems are disjointed between budget management and strategic objectives,inaccurate budget preparation,difficult budget implementation and control,and imperfect budget assessment and incentive mechanism.Finally,combined with a variety of information and the experience of other enterprises made HD company based on the balanced scorecard comprehensive budget management recommendations.Build a comprehensive budget management system framework,and according to the reality of the company,the analysis of corporate strategy,corporate strategy maps,the strategy map objectives are translated into specific index of the balanced scorecard and index,and then based on the balanced scorecard to compile company budget and the budgets,optimize the budget implementation and adjustment,coupled with the balanced scorecard to subordinate departments on the implementation of assessment indicators and setting for rewards and punishments.This paper also puts forward the safeguard measures for the implementation of comprehensive budget management based on balanced scorecard.
