SMEs play a strategic role in the economic development of all countries over the world, especially in China, the world's largest developing country. China's enterprise reform has being on since the late 1970s, which has made tremendous achievements. Looking though the evolution of China's enterprise reform, SMEs are always in the forefront of the reform. Basing on the basic theory of the development and history of reform of SMEs and experience of the home and abroad SMEs development .China's SMEs reform is a gradual process, the essay systematic analysises of the evolution of the reform of China's SME trends, the domain direction and content now. The core is property rights reform. The direction is to establish a modern enterprise system. After a large-scale reform of property rights system, the internal management structure of the Chinese has continually improved and the external environment enormous changes have taken place with a series of new problems emerging, the content of reform expanding. As at this stage of SMEs reform, the core content is to continue pushing forward the reform of property rights system, improving the ownership structure and corporate management structure, and establishing a sound mechanisms for setting,balancing the company's rights,incentive and restraint.
