China is a country with big agriculture, along with developments of the economy and social progress , the village have appeared a great deal of surplus labor force.These rural labor forces can smoothly transfer to relate to three agriculture-related issues whether can be resolved.Due to institution,there are a lot of transaction costs in the process of transfering rural labor force.Transaction costs are high, they holdup the transfering of rural labor forces. Using the positive and normative method,the paper point out that the transaction costs origin in the institutional economics. The paper has come to a conclusion ,which based on the reaserch , that transfering the institutiona is the only way to lower the transaction costs ,at same time it give the suggestion .The paper is made up of four parts.The first part is the introduction of background ,purpose,the current situation of domestic and international research, and put forward the problem.In the second part ,the paper introduce the purpose ,reason,histoy of the transfering of rural labor forces,and then,paper introduce characteristics of the rural labor force transfer ,analyzed the present condition and predicament of the rural labor force transfer, and point out that the cost was high to obstruct the rural labor force transfers further.Above all, the third part define the transaction costs of the rural labor force tranfer , and analyzed the contents of the transaction costs of rural labor force to transfer in detail, analyzed to deep reason on the cost existent from the angle of the new institutional economics.The fourth part point out that the government and society must pay close attention to the transfering of rural labor force,and transfer the intrinsic institution, and put forward a series measure to lower the transaction costs.
