Along with the developing of the economical construction, "Project" has been a familiarize word in the world. As to be the owner, the project management level will directly influence the implementation status of project cost, timing and quality targets. In our country, the search of project management is not advance as the developed country. The development level of project management is unbalance. For those reasons, it became a unfavorable element in our economical construction.By exerting the knowledge grasped, combining project management lessons learned in Shanghai General Motors(SGM), researching the pattern and concept of SGM project management, I'd like to practice in future projects, to develop and innovate the management skills. To the construction characteristic of SGM Norsom Auto Company Limited extending project, this paper performs the-whole-process analysis of new plant project management. In this project, we implements target management, cascades cost, timing, quality and safety into different levels, and ensures the feasibility of milestones. In a higher level, we guarantee the consistency of target cascading and organization cascading. Additional, we enhanced service awareness to focus on the effective communication and comprehensive coordination with the contractors.As been the leader of the vehicle industry in our country, the Shanghai General Motors has been a representative of the trade also. So the searching of this article, it's would been a reference for the other automobile factory and industry.
