Research On Building Up Logistics Information Network System Of The Old Northeastern Industrial Base

This paper comes from the research project of Liaoning Provincial Educational bureau: Research on Building up Logistics System of the Old Industrial Northeastern Base (Project NO.05W166). Informationization is an important characteristic that distinguishes modern logistics from traditional logistics. Networking is the urgent need of logistics economic globalization; Visibility, informationization and networking have become two trends of modern logistics industry. On the other hand, the old northeastern industrial base located in the center of Northeast Asia is an important link which connecting domestic and abroad. The developing efforts to the old northeast industrial base have increased year after year. However, the logistics information network in the northeast region is scattered and seriously redundant constructed, so researching on building up Logistics Information Network System for the old northeastern industrial base is more imminent.This paper investigates the Logistics Informationization status in old northeastern industrial base. Many problems in the course of logistics informationization can be found out from the staeistic data, and the level feature that the Logistics Information Network System of the old industrial base has been analyzed. Then, this paper shows the 3D structural model for the old northeast industrial base's Logistics Information Network System, mainly describes the functions in resource integration, business processing, decision-making and intelligent analysis, puts forward the layout planning and function planning model, and a further study on Logistics Information Network System in the old northeastern industrial base about its building model and operating model has been researched deeply. Finally, an example of building up Logistics Information Network System in Liaoning Province has been analysed in practice. The innovation of this paper is the difference of research object that mostly centralize on information system of the logistics enterprises and public logisitcs information platform in before. This paper plans the Logistics Information Network System in old northeastern industrial base based on the microscopic point of view, integrates others' research productions, educes a 3D structural model. The planning model has been put forward based on the principle of Logistics Resource Network-Logistics Information Network matching.The construction of Logistics Information Network System in old northeastern industrial base mainly solves the antinomy of uneven development between the Logistics Information Network and logistics resources entities network. The Logistics Information Network System integrates the original information network. It brings about the sharing of resources among the logistics enterprises, industry and government by a systematic, scientific approach. It is beneficial to the government for policy planning and macroeconomic adjustment on logistics industry. More importantly, it helps logistics enterprises to heighten the efficiency and effectiveness, to achieve rationalization allocation of social resources. Therefore, this paper has an important theoretical and practical significance for the development of regional logistics.
