The Route Research Of Industrial Cluster Development In The Old Northeastern Industrial Base

The old Northeast industrial base has a long history,as the cradle of industry inChina,it has made a historic contribution in order to build independent and completeindustrial system,national economic system and the country’s modernization.Since1990,when implemented decades of planned economy are transited to marketeconomy,institutional and structural contradictions increasingly appear,aging equipmentand technology of the enterprise,declining competitiveness,the obvious contradictionbetween employment,economic development is still in a slower pace, the gap withcoastal developed areas are expanding: early reform and opening up, the GDP ofLiaoning province is2times of Guangdong, Guangdong is now2times of Liaoning;theGDP in Heilongjiang province is on the average of other6provinces of the East in1980,now is only half of them,a quarter of Shanghai.How to solve these problems has becomea national, regional government and the focus of society.The purpose of this study is analysising measures of the revitalization of the oldnortheast industrial base from the perspective of industrial cluster.First,the industrycluster theory is discussed, including the definition, classification, characteristics andadvantages,it has been clear about the development of economic significance to enhancethe competitiveness of regional industry cluster.Then the history and status of the oldnortheast industrial base through the contrast analysis of the obvious gap in reflects thecontrast, analysis the gap,divided into from the perspective of external and internalfactors analysis.After analysing the crux in the previous chapter, sums up industrialcluster is the only way for the revitalization of old northeast industrial base, mainlyexpounds the feasibility of the industrial cluster, the industrial cluster can solve theproblems and potential indutrial cluster base in the northeast of industry cluster.Thenthrough theoretical analysis and empirical analysis respectively, to clarify the oldnortheast industrial base to implement industrial cluster of strengths, weaknesses,opportunities and threats, it is concluded that the northeast old industrial base has uniqueadvantages and development opportunities which the emerging industrial base does nothave, and use the data analysis to demonstrate the above advantages, including thelocation quotient analysis, industrial area allocation coefficient analysis, comparative labor productivity, regional industrial gradient coefficient analysis and analysis ofindustrial concentration, further strengthen the views in this paper.Finally put forward theconstruction strategies and measures of industrial cluster in the old northeast industrialbase, including cluster positioning, countermeasures for promoting the development andthe problems need attention in the process of development.The author thinks that although the old northeast industrial base occurs theinadaptability to the transformation of economic system, industrial production, theoverall competitiveness and influence have been exceed by emerging industrial base, themarkets of state-owned enterprises are taken by other foreign enterprise, but the decadesdeveloppments of the northeast old industrial base can’t be botained by the emergingindustrial base in a short period of time,and cultural environment,human resources andtechnology is incomparable wealth, the government should adopt the strategy ofindustrial cluster in northeast China, selected some dominant industry with comparativeadvantage, the reconstruct of the relationship between the enterprise, deepening thereform of state-owned enterprises,developped with regional competitive advantage ofindustrial clusters, so as to finally realize the central party committee and the statecouncil put forward the strategic plan of "revitalization of the old northeast industrialbase".
