In recent years, we have solved the vegetable total amount shortage, carried out the replacement of the increment and the species on the quantity. Now, the vegetable faces professional production, localization layout, and market management. But a great deal of agrochemical, turn the fatty usage to result in pollution of the environment, the ecosystem balance is gradually serious. At the same time, the vegetable agrochemical remains the quantity, but injures the people's health. It causes the agriculture production cost increase, the returns gradually decrease, and the farmer income is subjected to the check and supervision. The foreign vegetable importers establish "green barriers" continuously, and the vegetable exports in China get difficulty. Moreover, along with the gradual increase of the living level of people, in spite of domestic or international consumption, "green" consume be favor by the consumer more and more. The consumers come into being some new demand to vegetable, such as superior quality, safety, diversification, and multi-levels. Additionally, our country entrancing WTO, which makes vegetable industry be faced with numerous opportunities and challenges. So the development of non-environmental pollution vegetable, can guarantee the people's health, expand the international market, develop the performance agriculture, increase the farmer income, which not only matches our country's direction that economic structure of agriculture and villages adjust currently, but also matches the thought of sustainable development. It has the important realistic meanings and farsighted meanings.Firstly, this paper studies domestic and international development present condition of non-environmental pollution vegetable, then, analyzes the reasons and functions of green institution innovation, which puts forward the creative and necessities of green institution innovation, and works well to the cushion for this text. Finally, it studies the path of green institution innovation of non-environmental pollution vegetable in China from two angles of production and marketing. The main points of the paper are as follows:(1) The development condition of vegetable industry in China. The plant areas of vegetable increase year by year; the region distributes are unbalance; the family residents' average consumption of vegetable is gradual decrease but will again in steady. The quantities of export vegetable present the up-trend; the sum of export vegetable is steady win to rise, but he unit sum presents to descend. The non-environmental pollution vegetable in China just is placed in developing stage, but comparing with the abroad, it still has a series of problems.(2) The reasons and functions analyze of green institution innovation of non-environmental pollution vegetable in China. The policy failure is the direct reason of green institution innovation, among them, the market failure is the direct source of green institution innovation, and the government failure is the indirect source of green institution innovation. Moreover, the consume variety, the market pressure, the antinomies between vegetable mode of production and sustain development of agricultures c are all the reasons of green institution innovation. The green institution innovation can lower the bargain cost of non-environmental pollution vegetable, can raise the economy value of non-environmental pollution vegetable, can provide the encouragement mechanism of non-environmental pollution vegetable, can bring the business opportunity for enterprise of non-environmental pollution vegetable etc.(3) The green institution innovation path of non-environmental pollution vegetable in China. In the aspect of green product institution, through repeat game and prestige mechanisms, the management mode at produce stage and subsidy system to analyze. In the aspect of green marketing, carry on the analysis from two angles of main power of business enterprise and government. On the macroscopic level, the government needs to provide a good and great environment. On the microscopic level, the business enterprise needs to make efforts.
