Whether The Economic Development Of Hubei Province Deviated From The Track Of Sustainable Development?

As an important index to investigate the level of macroeconomic development,GDP is a general measure of a country's overall economic performance.The improvement of the GDP accounting system can more realistically reflect the actual value generated by social and economic activities,help establish a reasonable government performance appraisal system,and promote the construction of ecological civilization.Since GDP has not included the value of natural resource depletion and environmental damage into the accounting system in the past,the results cannot objectively and truly reflect the actual economic growth.Therefore,the concept of green GDP is proposed,that is,deduct the value of resource depletion and environmental damage to the gross domestic product.the General Secretary Xi Jinping visited to Hubei,striving to build Hubei Province into an important strategic pivot to promote the rise of the central region,in order to make it rank in the forefront on the transformation of economic development in the nation.As the crucial force of the economic development strategy of the central region of the country,it is necessary to explore how to make Hubei's economic development conform to the path of sustainable development,promote the economic and social development of Hubei Province,and realize the goal of“building a pivot and walking in the forefront”as soon as possible.This paper takes Hubei Province as the research object to investigate whether the economic development of Hubei Province deviates from the track of sustainable development and provides theoretical and empirical evidence.The green gross domestic product?GDP?is adopted as the index of sustainable economic development,and the meaning of the index and each part of it is expounded.Next,based on the explanation of green GDP in the first part,since the value of environmental damage involves the accounting of the shadow price of each environmental indicator,the shadow price of each environmental pollutant is explained,and the environmental pollutant is carried out through the happiness data.Pricing lays the theoretical foundation.The main method is to establish an analytical framework to evaluate the environmental quality based on the subjective well-being of residents.In the empirical research section,taking the happiness of urban residents in Hubei Province as the research object,it matches the districts and counties of Hubei Province and environmental pollution data,and establishes an ordered Logit model for regression analysis,the data of residents'happiness is derived from the latest data of CHIP in 2013.Environmental pollution data includes air pollution data(NO₂,PM₁₀),water pollution data?COD,NH₃-N?and urban domestic waste data.The collection of these data is subdivided into Hubei province and county level.The empirical study found that the five pollutants and the residents'happiness are significantly negative correlation.Further,according to the LSA valuation method,that is,the coefficient of environmental goods and the coefficient of income can be used to estimate the willingness to pay?WTP?of environmental commodities,we obtain the shadow prices of six environmental pollutants.Finally,it is the calculation of the green GDP of Hubei Province and the analysis of its sustainable development track.In the calculation of the gross domestic product of Hubei Province,the first part is the environmental pollution cost accounting,based on the environmental pollution pricing as the basis of happiness data,air pollution?NO₂,PM10?,water pollution?COD,NH₃-N?and the cost of urban domestic waste pollution is included in the accounting.In this study,the absolute amount of environmental pollution is changed to the phase change,and the environmental capital depreciation is included in the accounting of green GDP from the perspective of the change amount,and the corresponding year is calculated.The amount of environmental pollution is higher than that of the previous year,and the amount of environmental pollution is multiplied by the amount of environmental pollution in order to obtain the amount of change of environmental pollution cost.Based on the research results,the calculation of the green GDP change in Hubei Province during 2008-2016 was carried out to determine whether the economic development of Hubei Province deviated from the sustainable development track.The study found that the overall value of the change of green GDP in Hubei Province showed an upward trend.That is,during 2008-2016.However,between 2009-2011 and 2012-2014,the value of green GDP in Hubei Province showed a downward trend.Combined with the theory of weak sustainability,it indicated that during these two periods,the economic development of Hubei Province deviated from the sustainable development path.The reason for deviating from the track of sustainable development is that the cost of air pollution in Hubei Province is increasing,and its fluctuation exceeds the fluctuation of GDP in the current year.
