A Study On The Sustainable Development About Agriculture In The City Of Taian

The sustainable development of agriculture is the application of sustainable development theory in the fields of rural economy, environment of resources, and the society, it is also the prior field and essence of the sustainable development of the whole society. Although the City of Tai'an if one of the main agriculture cities in Shandong province, its agriculture is always in the problem of sustainable development, mainly caused by its own natural situation, location and the basis of its economy. It is of great importance to assess the sustainable development in its agriculture to clarify the really situation of its agriculture, plan and execute its sustainable developing strategy, adjust and optimize its agricultural and rural policies and measures.Based on the sustainable development theory and foreign experiences in practice, the paper builds a complete set of evaluating indexes for the assessment of the agricultural sustainable development for the City of Tai'an. At the same time, the paper also evaluated the real levels of its agricultural sustainable development from 1996 to 2006, with a method called comprehensive weighted index evaluation. According to the results of the evaluation, during the year 1996 to 2006, the level of sustainable development in the sub-systems, such as agriculture, environment of agricultural resources, and the society has all been developed to a higher level, from 100 in the basal year to 148, 120 and 191 respectively.On the basis of the evaluation, the paper analyzed the status quo of the agricultural sustainable development in the City of Tai'an, and sorted out the main problems which have been restricting its development, and then proposed the counter-measures for those problems:1.It is urgent to strengthen the economic basis of its agriculture and speed up the development of its agriculture, which can be achieved by the industrialization of its agriculture through adjustment of agricultural structure, pushing the technological progress through enforcement of agricultural technologies and education, and reinforcement of the protection for agriculture through the adjustment of the governmental behavior.2.It is crucial to release the stress of the ecology, raise the utilization efficiency of the agricultural resources, and build up the systematical and balanced environment system for agricultural resources though measures as the following: paying more attention to the protection and utilization of cultivated land and drinkable water, encouraging the development of ecological agriculture, and releasing the ecological stress in agriculture through the development of environment-friendship poultry industry, forestry and fruits industry, characterized organic and water-saving agriculture, etc., optimizing the ecological environment through the protection of agricultural environment, and purifying the production and living situation in rural area through the propaganda of environment protection and the treatment of pollution in rural area.3.It is essential to enhance the quality and control the quick rise of the population in rural area. The government should improve the infrastructure in rural area by continuing investment, and take measures to raise the income of farmer, which will strengthen their consumption ability, and also take effective ways to concrete the land policy, complete and improve the social security system to keep the stability of the rural society.
