As to the economic and social development ones which are related to the public benefits, national securities and the markets which cannot allocate resources, not only the financial evaluation should be taken, but also the national economic evaluation should be carried on. Different parameters and indicators can be used according to different economic evaluation requirements to measure the economic feasibility of the construction project. Due to the need of economic development, there are more and more mineral resources would be pressed under the construction project. The gradual perfection of the socialist legal system needs for taking the value of pressed mineral resources into the economic evaluation system of construction project.The thesis analyzes the value connotation of mineral recourses fully. The absolute benefit, the difference benefit, exploration labor cost and environmental damage compensation are constituted the value of mineral resources. The corresponding forms are mineral resources compensation fees, resource tax, mining rights fees, cost of mining rights and mine environmental protection deposit. Then a systemic diagram which expresses the relationship among the value connotation, the corresponding forms and the allocated people is drawled.According to the principle of Discounted Cash Flow, a calculation model and a formula which can measure the opportunity cost of pressed mineral resources are put forward by the thesis.
