The port development has been rapid in our country since the reform and opening, which has made great contribution to the city construction and development. The pull effect of port economy to local economy became more outstanding day after day. But the effect is paid by investing production factors such as natural resources and destroying the environment. At present, most domestic and foreign researches have only paid attention to the economic benefits of the port to the local but ignored its negative effects. They can not provide comprehensive basis for the port run and management, and which result in not utilizing resources in a rational way and ignoring environmental protection. In this background, the study on the green economic contribution of port to the local is quite necessary.With the exploitation and utilization of the port resources in coastal city, vast coastline resources have been occupied. At the same time, the ecological and natural environments have been polluted by a large number of pollutants exhausted in the process. To make up for the deficiency of the traditional method of calculating economic contribution, the consumption of resources, environmental pollution and environmental losses to the local of the port are introduced into the economic contribution evaluation system in this paper, and then the new calculation system of the city economic contribution is formed which can comprehensively evaluate the economic contribution rate of the city to port. The green economic contribution of the port to the local is that the natural resources consumption and environmental quality degradation are put into the economic accounting. It is the result that the natural resources consumption and environmental quality degradation are calculated to material digital, and then deducted from the economic contribution of the port to the local. In this paper, green input-output table is successfully introduced. At the same time, a new input-output model is established. The efficiency and applicability of the new input-output model is verified form the calculation and comparison of three types' ports that are super large-scale comprehensive port, general-scale comprehensive port and single cargo kinds of professional port. The results show that the improved input-output model can give a more comprehensive evaluation on the influence degree different types of ports to cities. It also provides an effective means for making sustainable development strategies. It is more theoretical significance and practical value.
