In recent years, the pace of China's economic growth retains its relatively high speed. At the moment port throughput is in its great increase. The demand for port in the future will be rather stronger than the level people anticipate. It illustrates a new age of great development for China's port throughput after high speed port construction increase. The advancement of port is the engine of social economy. The port throughput improvement is the guarantee for worldwide economy growth. However, meanwhile, massive port construction and busy production has brought environment pollution, which has become serious social problem. Hence, the deep explorative study on how to evaluate the coordinated relationship between port and city in a all-round and critical way has been considered as key subject closely related to national economy and social sustainable development.Green conception is led in the study of port-city coordinated development in this paper. The effect on economy (positive effect mechanism) between port and city and effect mechanism such as resource consumption and environment pollution (negative effect mechanism) is analyzed from the prospective of sustainable development and environment protection, and also the both are combined together, hereof an interactive development mode based on Green conception is pointed out, which could provide a new method in theory of thinking for port-city interactive coordinated development.In the paper, during the process of model building, the effect factors and correlation in economy, environment and resource aspects are analyzed. Then representative indicators are flittered according the concept of port-city coordinated development based on Green conception and indicator system methodology. Port-city coordinated development degree and green GDP are combined together, so as to apply coordinated development degree and GDP accounting method comprehensively. The degree of port-city coordinated development is evaluated by relatively critical quantified data, so the green port-city interactive development evaluation model is built.During empirical research, Shanghai decennia port-city development related data are made use of bringing to port-city evaluation and prediction model, to evaluate Shanghai port-city development status in quo, and to predict its development tendency in the future. The effectiveness and practicability of the model is verified through the analysis process. Besides, some suggestion on Shanghai future port-city coordinated development is given as well. Relative conclusion and suggestion is considered of practical significance in port-city coordinated development guidance.
