A Study On The Demand-led Supply System Of Rural Public Goods

Though the rural tax-fee reform lightened peasant burden and improved rural public goods supply to some extent, because the finance of local government is difficult and the"One project, One discussion"system fails to bear the responsibility of rural public goods supply, the public goods supply problem is getting more and more servers, and it is more outstanding and serious in Hunan province especially. The severe shortage of effective public goods supply in countryside is a major factor that restricts the development of rural economy. It certainly has a direct impact on the all-round realization of well-off society and coordinated development in urban and rural areas in our country. As a result, how to solve this problem has become the main content of the current"tri-agricultural problem". This thesis tries to analyze the present supply system and demand of rural public goods in Hunan, with theory concerning economics. To solve this problem, the thesis strives to construct some system arrangements about peasants' demand-led and demand-oriented supply system of the rural public goods.This thesis selects the rural public goods supply as the main research line, taking peasants' demand as orientation, and its analysis is developed in order of questioning, analyzing and problem- solving. First of all, this thesis launches a through theoretical probe into the public goods supply system by applying fundamental principle and method of modern economics. Based on these theories, , it finds out that the current rural public goods supply system is the extension of which practiced before rural reform of tax and fee by comparing the past and reality about it, and makes a conclusion that the rural public goods supply system at present is governments' supply-led system. On the one hand, this system has been led total quantity of the rural public goods supply to be insufficient. On the other hand, it resulted in division of supply and demand. According to positive analysis on the situation of about supply system of rural public goods in Hunan, it analyses deeply the defects concerning governments' supply-led system, and these defects has led to many problems in the supply system of the rural public goods in Hunan. Then, the thesis gives a comprehensive analysis on the present situation, characters and factors of peasants' demand to the rural public goods. Finally, author puts forward some practical suggestions to construct peasants' demand-led public goods supply system. It includes as following: optimize supply structure of the rural public goods to adapt to demand structure characters; establish and improve demand-expression mechanism and the supply decision-making system; enhance and widen fund-raising channel of the rural public goods supply etc.The practical significance of this paper is trying to design a new and more perfect demand-led supply system of rural public goods, taking peasants' demand as orientation, with the purpose of promoting agricultural development, thriving the rural area, enriching the peasant and developing both the rural and city as a unity.
