Obstacles And Countermeasures Of Developing Agriculture Informationization In Enshi

Informationization means to build a totally affluent society. It is an important strategic action to propel modernization of the socialist construction. In order to bring about agriculture informationization and modernization, one of its strategic importance is to propel the information service of "Three-rural" (agriculture, country, peasant). To the rural areas which have a low level of the agricuture informationization, it is meaningful to have a investigation of the obstacles and countermeasures on developing the agricuture informationization, speed up the development of modernization in rural areas, shorten the distance between the urban and rural.The study of the paper is the agricuture informationization in Enshi, Hubei province. The author used research methods like information collecting, typical investigation and family visiting, random questionnaire and etc. On the basis of establishing evaluation system of agricuture informationization, the author analyzed and evaluated the level of the agricuture informationization development in Enshi. At the same time, he took apart the obstacles on the development of agricuture informationization were taken apart and the countermeasures were proposed. The results from the investigation suggested that: 1. Establish the evaluation system of agricuture informationization whose item indicators are information construction of infrastructural facilities, information resources of agriculture and its applications, the contribution the agricuture informationization to the development of agriculture, agricuture informationization manpower and its service, agricuture informationization environment and agricuture informationization consumption and etc. This system is scientific, introductory, comprehensive, maneuverable and comparable. 2. Based on the comprehensive study of each evaluating indicators, the agricuture informationization in Enshi began late, had a low level and far behind from developed regions. 3. While developed the agricuture informationization in Enshi, it had a lot of the obstacles, such as, weak governmental leading role, ineffective information transmission, fragile soft hardware support in information establishment, faulty information service system and underdeveloped awareness of information acceptor, and etc. 4.The countermeasures to accelerate the agricuture informationization development mainly included strengthen the functions of the government, extend the dynamic of investment and tighten the construction of infrastructure, providing and train the specialists talents of information technology, apply and promote the computer on Agricultural Expert System, adjust our measures to local conditions and conduct multiplication models, establish constitutions of Internet information media service and develop the education cause actively. This result from the investigation was meaningful to instruct Enshi Eparchy and former revolutionary base areas, areas inhabited by minority nationalities and remote and border areas and poverty-stricken, it also provided scientific foundation to the concerned government departments to make decisions.
