| Based on the practices and theories of regional development both at home and abroad we find that regional economic development usually starts from the prosperous of several leading industries and then extends to other related industries and so as to realize the all-round development of the entire region. So far, the En shi State economy is at a primary stage of industrialization and the historical period of Western Exploration, in order to make En shi State develop fast at a higher level, choosing and fostering the leading industries correctly has an important role and a practical significance for the development of the state's economic as well as the optimization of its industrial structure.This essay first systematically reviews and streamlines the theories about choosing leading industries of economists both at home and abroad such as Hillman,Wang yuewping, Zhou zhenhua, Feng jie and Rong chao. On this basis, this essay not only summed up the concept, features of leading industries but also compares and analysis some related conceptions of leading industries and pillar industries as well basic industries and competitive advantage industries. Then it further raised the connotation such as the relevant principles, benchmarks and restricting factors, which laid a solid theoretical foundation for the follow-up empirical research and feasibility studies of the lead industrial development of En shi State.Subsequently, based on the situation of the three industries, the author give a brief demonstration of leading industries of En shi State according to some the selection criteria such as industry association, industrial advantages and the industrial proportion, and also the author identifies electricity, medicine, mineral development, Se-rich green food and tourism industries as the leading industries of Enshi State for the next period to be focused on development. Then it At the same time, the essay analyze and summarizes the evolution of structural adjustment and the current problems that exist in the industrial structure of Enshi State since 1949, which laid a solid basis of empirical analysis for the proposing of the ideas and countermeasures as to develop the leading industries of Enshi State.At the last part, by thoroughly studying the current stage of economic development and the development positioning of Enshi State, the essay get the conclusion that Enshi is currently at the primary of industrialization and Enshi have to stick to the new way of industrialization which rely on its resources advantages, combining the current situation of industries, clutching external opportunities and taking the five leading industries as the its guide. At the end, the essay provides a series of specific and feasible suggestions about supportive measures and countermeasures for government to vigorously develop leading industries from the Government's point of view to increase the input of local governments for national and actively make good use of supportive policies of provincial government. |
