The coal resource in our country mainly distribute in the west and north area, since the economy in southeast grow faster than the west, the coal transport pattern which from the west to the east, from the north to the south, will still last for long periods. As currently China's largest coal enterprise groups, S company stands in a dominant position in the national coal supply and sales. The stability of the coal transport system has a very important significance to the ensurement of the coal provision and the promotion of national economy development.Now, S company has formed the main coal transport network, the coal output mainly through the Huanghua port,Tianjin port and Qinhuangdao port, coal marine system has been basically established. But there are still some problems exist in the marine system. First, part of the ships that the customer use is not match up to the berth, which increase the cost of coal transportation and waste the ship resources. On the other hand, the port's controllability of the ship schedules is poor, particularly in the peak period of coal transportation, when the purchasers send ship to the ports together, it is easily lead to serious port congestion problems which affect the marine system's reliability and the economy.In order to resolve these problems, as well as enlarge the coal output capacity of the north launched port, this paper proposes the construction of large-scale coal transit base interim recommendations. Combine with the development of S company, the paper analysis the users of coal demand of the future demand, construct on the feasibility of building transit base and make the necessary proof. Eventually the paper affirmed the economic justification of building the transit base.
