Study On Integration Of Port Resources About Grain Logistics In Dalian Port

On August 30, 2007, the National Development and Reform Commission issued "The Development Plan of Modern Grain Logistics", which proposed to take full advantage of existing logistics facilities to integrate all types of grain logistics resources, and increase the utilization efficiency of resources. In the development and utilization of Dalian port resources, there are many problems: the port construction is disorderly, the distribution of some berths and shoreline are intensive, which is lack of reasonable planning, and the problem of low-level and high-level redundant construction is serious; the structural contradictions of port are prominent, and there are a lot of low-level and small ports, and a few of specialized and large deep-water terminals; in the aspects of the hinterland sources and facilities of collection and separation, the competition of port enterprises is extremely intense; it is good in port scale, but it is lack of competitiveness on the whole. And these problems have become the bottleneck of the construction of Dalian International Shipping Centre, therefore, the municipal government of Dalian has decided to integrate port resources of grain logistics, to prevent the excessive competition of ports in the development and operation of grain transportation on the purpose of rational utilization of the port resources about grain logistics in Dalian.Firstly, this paper analyses demanding status of grain logistics, and on this basis, it uses methods of grey and regression analysis to predict the grain logistics demand of northeastern region; then, it makes analysis of port resources integration, including the content, objective, ideas and model, cost-benefit analysis, risk assessment and prevention of the port resources integration; thirdly, through the status analysis of the port resources about grain logistics in Dalian, and then it analyzes the grain transportation relation between Dalian port and Beiliang port, combined with analyzing the differences and cargo kinds of ports in the northeast area in China, which is to discuss the necessity of the port resources integration of grain logistics in Dalian; finally, through concluding the port resources integration experience at home and abroad, this paper proposes the integration model and corresponding recommendations with the actual situation of the port resources about grain logistics in Dalian, which is in order to provide references for the city of Dalian to integrate the port resources of grain logistics and make next-phase study in depth.
