E Corporation is a large foreign capital telecommunication facility supplier. As early as 1980's, it has set up branch institution in China and occupies a large market share of telecommunication industry in China. The corporation accomplished a large number of network construction projects for Chinese operators; it also accumulates a lot of precious experience from the process of engineering construction. However, some series of problems also are exposed such as project delay; network safety accident and serious overspend of the project budget. The company requires enforcing the risk management of delivery projects to reduce the risk of uncertainty and to decrease the loss and the fee.To refer a great deal of related literature, this article makes reorganization and analysis subject to The AM10 GSM network upgrade project of XX Mobile Communication Corporation by using the theory of Risk Management and identifies the risk with methods of the Brain storm and check list and evaluates the risks by using Risk rating matrix and Monte Carlo simulation and sets up the Risk Response planning in accordance with Risk Evaluation results, and then establishes the Risk Monitoring and Control system. Through the research of this article, offers a frame of reference for project risk management in the future.
